The problem
A water company delivering an AMP investment programme faces biodiversity obligations across dozens of schemes, spread over multiple catchments, character areas and planning authorities, on timescales set by regulatory delivery dates rather than by habitat seasons.
Procuring mitigation individually for each scheme is slow, inconsistent, and creates a different counterparty risk every time. The requirement was for a supplier that could serve the whole programme.
We were awarded exclusive supplier status on capability rather than price, because the question was whether one supplier could deliver across the whole programme.

We were assessed against suppliers from across the market on delivery capability, security of tenure, financial standing and long-term stewardship, not on unit price alone.
Demonstrated coverage across the programme
Our own freehold sites across the relevant character areas and authorities meant mitigation could be matched to schemes as they came forward rather than sourced reactively.
Exclusive supplier status
We were awarded exclusive supplier status on a four-year framework rather than scheme-by-scheme procurement, which removed repeated tendering and gave the programme a single counterparty.
Ongoing delivery
Schemes are drawn down against the framework as they reach the point of need, with allocation, documentation and stewardship handled the same way each time.
